【背景】
北京市統計局、國家統計局北京調查總隊昨日發佈人口抽樣調查報告，首次公佈了環線人口分佈情況，數據顯示，去年北京全市常住人口和常住外來人口增量、增速保持“雙下降”趨勢。同時隨着常住人口從二、三環內向四環外遷移，目前已經有超過半數的北京常住人口居住在五環以外。

Beijing Bureau of Statistics says that the city has seen a steady decline in the growth rate of permanent residents in the city in the past five years.
北京統計局表示，過去五年來北京市常住人口增速呈平穩下降的趨勢。

the growth rate of permanent residents是常住人口增速。
常住人口（permanent residents）增速（growth rate）平穩下降既與北京經濟社會發展有關，也與北京產業結構調整（industrial restructuring）、非首都功能的疏解（relocation of certain non-administrative functions outside the capital），以及生活成本、交通成本的提升（rise of living and commuting costs）有關。
約57%的常住人口聚集在三環至六環間（live between the third ring road and the sixth ring road），約一半的常住人口分佈在五環以外（live in residential areas outside the fifth ring road）。
2014年北京市常住人口爲2150萬人，其中全市常住外來人口（permanent living migrants from other cities）爲810萬人。
報告表示，北京市中心區的壓力正逐漸向發展新區（new development zones）轉移（transfer）。但是學校、醫院等公共服務資源仍集中在首都中心城區（city center）。公共資源的聚集和分佈不均（uneven distribution of these public resources），帶來了交通（congestion）、環境（environmental issues）和衆多社會問題。
