作爲住房改革全國13個試點之一，北京市到2021年，將供應一千公頃農村集體土地用於租賃住房。

housing reform是住房改革；rural collective land是農村集體土地。
據《經濟參考報》報道，目前，北京市部分集體用地（collective land）已找到合作方併成功簽約（sign contracts），預計不久後將正式動工。
去年6月，中央政府（central government）確定第一批在北京、上海、瀋陽等13個城市開展利用集體建設用地建設租賃住房（build residential buildings for rent on collective land）試點。
北京市規劃和國土資源管理委員會耕地保護處（Beijing Municipal Commission for City Planning and Land Resources Management）處長關愛軍介紹說，截至去年年底，北京市已供應了204公頃（hectares）集體建設用地（collective construction land）用於集體租賃住房，2018年還將增加200公頃土地供應。
除了北京市外，其餘試點地區（pilot cities）也都在加大探索力度（step up exploration）。以成都市爲例，據瞭解，目前該市已編制了五個試點項目（pilot projects）。
有專家表示，隨着城市化進程不斷推進（continuous progress of urbanization），我國城市尤其是特大城市（megacities）的住房需求（housing demand）持續增長，農村集體建設用地建設租賃住房，可以解決城市周邊外來務工人員（migrant workers）居住問題（housing problem），改善城郊經濟社會環境（improve the economic and social environment in suburbs）。
同時，這項改革還拓寬了集體經濟組織（collective economic organizations）和農民增收渠道，農民獲得長遠穩定收益（obtain long-term and stable benefits）。
