BEIJING - The Chinese government on Tuesday released a white paper detailing the progress made in human rights in 2012, stressing its achievements in improving living standards and increasing room for citizens to express their opinions.
北京消息，週二，中國政府發佈《2012年中國人權事業的進展》白皮書，強調了在提高生活水平及公民表達意見上所取得的進展。

國務院新聞辦公室14日發表《2012年中國人權事業的進展》白皮書。白皮書說，中國人權事業的發展進入了有計劃（planned）、持續穩健（sustainable, steady）、全面推進（comprehensive development）的新階段。發展是解決中國所有問題的關鍵,也是推動（facilitate）中國人權事業發展的根本。
中國將人權事業的發展與經濟建設、政治建設、文化建設、社會建設和生態文明建設（economic, political, cultural, social and ecological construction）相結合，把保障人民的生存權（right to subsistence）、發展權放在首位（prioritize），努力促進經濟、社會和文化權利與公民、政治權利的全面、協調發展（comprehensive and balanced development）。經過多年不懈努力和奮鬥，中國的人民生活水平（people's living standards）、民主（democracy）建設水平、依法治國水平、文化發展水平、社會保障水平（social security）、環境保護水平，都邁上了一個大臺階。
切實保障公民的知情（acquire information）權和表達（express their opinions）權。隨着改革的深化以及信息技術的迅猛發展，中國公衆的知情範圍日益擴大，表達空間不斷拓展。國家制定了《政府信息公開條例》（Government Information Disclosure），政務公開制度體系基本形成。互聯網已成爲公民實現知情權、參與權（participate）、表達權和監督權（supervise）的重要渠道，成爲政府瞭解社情民意（government to hear public opinions）的重要途徑。
