昨天，財政部、海關總署、國家稅務總局正式發佈信息，自2015年7月1日起，北京市和上海市實施境外旅客購物離境退稅政策。離境退稅是指境外旅客在離境口岸離境時，對其在退稅商店購買的退稅物品退還增值稅的政策。

Beijing and Shanghai will offer tax refunds on purchases made by overseas visitors starting on Wednesday, kicking off a program to bolster tourism and sales of some items popular with foreign visitors, such as souvenirs, silk, porcelain and traditional Chinese medicine products.
從週三開始，北京市和上海市實施境外旅客購物離境退稅政策，以帶動旅遊業，增加外國人遊客喜愛的物品的銷售，這些物品包括紀念品、絲綢、瓷器以及中藥產品。

tax refunds是退稅；overseas visitors是境外旅客。
近年來，北京旅遊產業快速發展，但境外旅客入境旅遊人均消費水平較低，增速緩慢（slow growth in spending）。境外旅客購物離境退稅政策的實施，能促進北京旅遊業的發展（stimulate the development of Beijing's tourism）。
根據政策，7月1日起，在我國境內連續居住不超過183天（lived on the Chinese mainland for no more than 183 days）的外國人和港澳臺同胞，同一人同一日在同一退稅商店購買的退稅物品金額（minimum purchase to obtain a tax refund）達到500元人民幣，即可申請退稅，退稅率爲11%（11 percent rebate），政策規定離境日距退稅物品購買日不超過90天。
據瞭解，北京首批獲得離境退稅資格（qualified for the program）的企業有86家，上海首批退稅商店共27家。
退稅是吸引外國遊客（attract overseas tourists）的重要方式。目前，美國、歐盟、日本、韓國、加拿大、巴西等50多個國家和地區均已建立離境退稅體制（tax refund polices）。
爲促進旅遊業（boost tourism），北京已推出72小時過境免籤政策（72-hour visa-free policy），下一步北京計劃面向外國旅遊推出購物定製旅遊路線（shopping-tailored tourism routes）。
