【背景】

中民慈善捐助信息中心9月20日發佈的《2013年度中國慈善捐助報告》顯示，2013年全國接收國內外社會各界的款物捐贈總額約989.42億元，居近三年來捐贈規模之最，佔同年GDP的0.17%；比2012年增加172.09億元，同比增長21.06%。

北京消息，中國慈善捐款在連續兩年下降以後，捐款額於2013年回升至989億元（約161億美元），較2012年上漲21.06%。

據民政部（Ministry of Civil Affairs）下屬中民慈善捐助信息中心（China Charity and Donation Information Center）發佈的報告，我國慈善捐贈總額在2013年出現回升（rebound），分析認爲這與國務院放寬了社會組織的登記（relaxation on the registration of social organizations），慈善事業發展的環境轉好（a better philanthropy environment），我國經濟企穩回升，雅安蘆山地震（Lushan earthquake）等自然災害（natural disaster），以及民衆慈善意識的提升（citizens' improved charity awareness）使捐贈量上升有關。
由於包括中國紅十字會（Red Cross Society of China）在內的多家慈善組織（charitable organizations）相繼爆出醜聞（scandals），這動搖了公衆對慈善機構管理捐款（charities' ability to manage donations）的信任（shake the public trust，動搖公衆的信任），因此導致2011年和2012年連續兩年捐款額出現下跌。
報告表示，2013年捐款總額（total donations）的70%來自企業，其中多數爲私人企業（privately own firms）和外資企業（foreign companies）。
相較於（in contrast to）前幾年，醫療健康（healthcare）、教育成爲了2013年社會捐贈最集中的領域，其中醫療健康領域所接收的捐贈佔總額近四成，其中大部分捐贈爲藥品捐贈（drug donations）和醫療運作資助（medical operation funding）。
報告同時指出，股權捐贈（equity donations）以及網絡捐贈（donation through the Internet）成爲新趨勢。
